You're completely correct, with particular emphasis on the fact that other positions are well-weighted as well. My PG and SG last year were both "prodigious" in both handling and passing, but my SF is somewhat lacking in passing, and my offensive flow was more regularly around strong-proficient. Hit prominent once, but I'd imagine it would be higher if my SF had better passing skills.

So what do you suggest training in to hit a certain leval , dribbling passing.?

My point was more to agree that you need to account for multiple positions for offensive flow to increase- just buying a PG with "legendary" passing isn't going to bring the team statistic up that high.

To answer your question though, I believe passing is probably the more important one. To wit, my team now (in a bit of a rebuild) is loaded with players with high handling, but not great passing, and my offensive flow is at "mediocre".

TY for the replay.. i was wondering how long do i have train a pg to get a good handling rating . do i train everyone in handling as well as passing.

Yes, you're right, and especially with a Div. V team, a good-passing PG should be sufficient to increase the offensive flow as high as it needs to be. At higher levels though from my team's experience, one bad cog in that PG-SG-SF passing trio can seriously bring down the offensive flow.

Handling is one of the easier skills to bring along. It receives some improvement from "passing" training, as well as from 1v1. In my opinion, you should really pick one guy to be training there (training the whole team will move very slowly) and in the future on the transfer market look for players that might bring along offensive flow as well, if that's the area you most want to address.
