Forgot to mention a very important point:
Buying a 19 y.o. reduces cost of training
(you only pay for one season of youth trainer)
This adds a crucial decision-making step, which is great imo. One can easily still get 15-16 pops at a minimal cost (4/4 coaches, no gym). That means 70+ TSP after one season of training on a 54-55 TSP 18 y.o. draftee (those are quite
common
). And there no 70+ 19 y.o. draftees right now -
none
.

Thanks for the feedback! I hope we will find the best way to make 19 year-olds viable (but still not better) prospects.

I totally agree with the OP. My two cents on the current issue is this
Ive trained two 18 yo with lvl 5 basic trainer and lvl 6 youth trainer.
First one got 16 pops first season and the 2nd player got 18 pops
At 19 yo (second season) first got 11 pops and 2nd 12 pops
I also trained a 19 yo with the same lvl trainers and he got 13 pops
My training routine was mostly one on one forwards, 6 weeks od , 3 weeks handling, and few weeks JS guards or forwards
So if we want 19 yos to be slightly worse than 18 yo my estimation is that we need to increase their total tsp by 25 % minimum to 35% maximum
More accurately 11/16= 0.69 = 0.31 % less pops for first player
12/18=0.67=0.33 % less pops for 2nd player
To be even more accurate we could also have a strict 27% minimum to 30% maximum which also almost eliminates the random factor of sublevels of a draftee.

ss75 19yo > ss60 18yo
I wouldnt be so sure about that . As I describedin my previous post, one of my trainees had 18 pops in one season 18 yo with lvl 5 basic and level 6 youth trainer, no gym! And he wasnt trained one on one the whole season

HN/DV pops are different than OD/ID pops, buddy.
But yeah, it's 50/50 between a 60 TSP 18 yo and a 75 TSP 19 yo new draftee, I'd say. Depends on training plans, position trained etc.

Depends on how much money I have, what my plans are, what is the actual skill distribution of those TSP-s, height and many other things.
But if we are talking even skill distribution, same height and unlimited resources - you'd be surprised but I'd pick the 18 y.o.

well off course I know that. between a 75 tsp 19 yo and 60 18 yo . I would pick 18 yo all day long. BUT there are some factors that affect his potential skills/salary cap. How the tsp is distributed, whether u have gym and youth trainer, his height and his potential sublevels which of course you cant know them so 18 yo is the safer choice. At least for me.
What I was trying to say is that stating 19 75 tsp > 18yo 60 tsp is not a solid arguement.
A 19 yo draftee potential guard with for example 3 SB 3 RB,7 OD & 6 IS is hands down a better choice than an 18 yo potential guard with 6 rebounding 6 SB 3 IS 3 OD. But even in this case, with proper training the 18 yo might catch the 19 yo in the future. So imagine if the 18 yo has even better starting skills. At this point of the game, the best 19 yo draftee in the world is a potential far worse player than the best 18 yo in the world and that is the point of this topic. 19 yo draftees must be boosted.
