Fantastic work and very well thought out. The one area of disagreement is the draft. I still think even though it is unrealistic that if the team picking first is Welsh then the first player taken is Welsh, if a Scotish team is second then the player is a Scott etc.
But I think in that way there is the risk that someone else noticed , that if top teams are welsh and last teams are irish for example , best drafts come out as welsh. We might even end up with farms fighting for the last spot in league.

(I will talk again with an example so its more understandable)
1.If Enlish teams become so many that need their own league once again , then its doable in one offseason to just take all english teams from british leagues and reform all the english leagues from scratch. Yes that means that all the drafts of other british nationalities will not be considered playing in homeland now and they will lose some marketing revenue , but like the vast majority of the teams will benefit from instant promotion to higher leagues so they will cover the loss. (the same way the rest british teams will benefit also).
But that is something that needs too much attention , because you cannot take the english out of the british leagues and in 2-3 seasons that maybe the number of users decline again , you want to implemend them back. It lacks fairness and stability in so many ways :)
2. I know what you mean , I was the coach of Cyprus U21 for 2 seasons. First of all if you get a scrub and you decide not to use him , even if you don't sell him but you decide to fire him , with the new rules (if I am not mistaken) that guy gets into the transfer masket for 1.000$ , or if he is not the BBs could fix that so he is "saved". And also doing the drafts the way I am saying gives better chances (for example for the Wales that have only 15 active teams at the moment) their best drafts to get into active teams and not to be lost in bot teams.
