I voted to train 1on1-Guards, but in truth, I would mix it up by switching back and forth week to week, which would train them in both IS and JS while improving their DR and HA the whole time.

Yea, Headless did say that the sample was ~9000 which is pretty sufficient, of course the more the better.

I think your strategy of which is faster depends on the height of the player. I also think different situations call for different training strategies, although, since 1v1 forwards naturally trains a wider range of skills, I would naturally assume it naturally encompasses a larger number of situations.
