I may have some progress into this idea as I changed my bleacher price to 17 and lower tier to 18, the fans filled up all 7000 seats in the lower tier but I think I may have priced the bleachers too high as the bleacher attendance dropped significantly, will adjust the pricing to around 10 or 12 and check again.
