Depends on what you're training. If you train the whole team in something, then anyone on your team who plays enough minutes will get training.

However, training as a team tends to take longer, so sometimes you want to train more specifically. Don't forget that if a player plays X minutes in one position and Y minutes in another, his training is split between those positions...

In IV, I think it is normal to lose money except when playing TV games. You just have to accept that revenue is intermitent.

I'd also cut back on the scouting.

Drafting last, you aren't going to get the very best players. Among 15 teams, there will probably be 4 or 5 that no something about every player. After the draft, teams will either be releasing their draftees, or releasing older players to make room for draftees. You could spend the money saved on one of those.

in my opinion...

the reason why you are always on the red, is because of the league level, Division IV and Division III leagues traditionally produces lesser fans than in the higher divisions and with your current spending (scouting, doctors, number of players), it hacks your income big time.

i think it's okay to increase your ticket price, or to follow the ticket price that was posted earlier, but for me, if I'm in that league i'll probably invest more on the arena than on the current players that i already have. (sell your top players for now. Since you've invested high on scouting in the previous seasons, train them well to make them your top players in the following season.)

Train Dan Bridges well (mono-train him, maybe by season 6 he will become a better player, considering his potential.) and don't scout until the start of season 6. just focus on arena expansion so when season 6 comes (considering to your position, you'll have a good chance to be promoted to div. 3, maybe div. 2), you'll have a big fan club boost, thus, more will be willing to watch your games.
