How are they going to solve the problem with tanking? Any suggestions?

Higher salary floor?
Drastic decrease in attendance for teams placed last?
Perhaps a limit to cash reserves amount?
Or an annual transfer budget limit?

Season 20 has officially begun. And they might be addressing one of the largest problems in the game...

Yes, I would say It's one of the biggest problem in BB at the moment. I'm not sure it can entirely eliminated though...

How to stop 'tanking'?
- Higher salary floor (Dodor suggestion), which affect less profit,
- Salary cap - teams won't 'tank' if they can't buy players for short period (Not once I have seen teams have higher salary in relegation game than league winners)
- Transactions limit - they won't change their whole roster in one season

What about you can't sell/fire more than three players in a given season/you can't buy any more than a given slaary (like you can't buy a 60k monster, below the highest payed player in that leaguy.....in my league IDK how my rival is keeping this 76k monster-Bode-Diggtiy Dogs)

I think better idea is transactions limit set at 5 buys and 5 sell in one season. No salary limit (only you can't exceed salary cap). There will be no day-trading, everybody will make long-term decisions.
