Well yeap u r finding is true, but for a good reason. Its the hardest position to train. Being on that low division, my advice is forget the idea to create an SF. Try to focus on 4-5 player training, 2 positions either PG/SG either PF/C that will give u the opportunity to produce players, and selling 1 or 2 of them u will be able to buy a player on the positions that u dont train.
