I think the variable amount is just a bit too big.

I won't pretend to speak for everyone, but I think that might be the key takeaway here... it's not a problem that there is variability, but what variability there is may be too large.

Here's a half-thought out idea. Have something similar to Staff for arena-building, a "Contractor". You wouldn't hire a Contractor permanently like other Staff, but there would only be one Contractor available to use for your arena construction at any given time. Like Staff, the available Contractor would change periodically (it might need to be more often than available Staff turn over currently.)

Contractors would have ratings from 1 to 10 which measures their reliability. Under the hood, these ratings would map to some sort of profile on how the work proceeds. A really simple model might be: a level 10 contractor might have a 99% chance of having the arena progress advance a day at each update, while a level 1 contractor would have something like a 67% chance.

Edit: Maybe even have another dimension here. Lower skill contractors could have much lower probabilities of advancing large projects (say, addition of more than 1000 seats) than smaller ones, while higher skill ones are proficient in all. Or even have a couple of ratings for Contractors... reliability and "specialty" (large vs small projects, luxury boxes vs bleachers).

Anyway, just thinking out loud here. This is probably getting needlessly complicated for such a small part of the game.

I've been pushing for a method where you don't exactly know when it will be before you commit, but once you do, you'll know exactly what day it will be.

Any two will do
Any three for me
Any four will score

I wouldn't mind that either. If it takes 18 days for everyone, then be it. But if it once takes like 8 days and the next time 18, thats what makes me a bit bewildered.

I read what JuicePats was saying a little differently, I think... as in, you would choose the number and type of seats to upgrade, and it would say:

This construction will take approximately 8 days. Continue?

Then when you agree and lock in the construction it would say (after applying some randomness)

The construction will be complete in 18 days.

...or 8, or 11, or whatever. So the same upgrade might actually take 8 days one time and 18 the next, but at least you would know once you committed.

It's annoying, but most likely not a bug - arena times can not change for days at a time.

It is a bug if it doesn't do what it's supposed do. So maybe we don't understand how it's supposed to work?

I started the expansion about 2 weeks ago I think, dunno what the estimated time was. But last sunday it said 6 days left, then it was 6 days for 3 days in a row. Then suddenly it was 4 days for two days in a row, and today it went to 2 days.
So kind of strange, but still on schedule.

I don't think it's a bug, I just completed an expansion last week that took awhile, but did complete. I don't think building is "stuck".

Basically.

The arena time can either decrease by zero days, one day, or even occasionally 2 days.

Zero days is fairly common.

i think what everyone wants is a direction as to what time frame should a project be made rather than a blind estimate meaning we are waiting till the number of days of construction date reaches 0 because of the delay.

because if we are to delay and not knowing the cause of it, it really gets to us i mean me! 3 days of contruction delay could be 10 days of our normal days here on earth.

why not make it an establish way, meaning if the delay was due to weather ( snow, rain , hailstorm, tornado, earthquake etc) or supplies issue or whatever must be indicated? would it be best?

why cant it be clear as to why we are having a delay, i mean we are monitoring our team, arena and everything so why wouldnt we be not allowed to know whats keeping our investment behind.
