it doesn't effect me at all but it is very unfair change as it wasn't announced in advance. It was completely legit strategy as BBs said many times, so why it was changed so suddenly? Sadly it looks to me that BB is back in times where people whining on forums was sufficient for roughly any change no matter if needed or not. Once again alternative approachs to the game are punished because the main crowd onviously doesn't like them. Let's just the game to be harder to catch up for newer teams, force everyone doing the same thing...

a tanker can still make +250k a week in a top league without showing any effort..


Unfortunately this is not true. Tanker can make even 480k per week profit.
I promoted last year to highest division. I had no chance to win title, I decided to focus on training.
I made every week over 600k profit. Now the salary limit in our highest division is something about 120k, so now "only" 480k can be weekly profit....
And yes, I agree, this is not sufficient at all to stop tanking. Salary limit should be 60-75% of average salaries or so to influence on tanking.
However I have nothing against tanking, it just one short term tactic to get some money.

If it is as quick as usual we can expect explanation sometime about all-star break. Again, again, again, all major changes should be announced in advance.

Looks a bit too low.
The Salary Floor for my league is about 10% of my player salaries now.

It's hard to say whether it's low or not, if noone knows how it will work.
I expect that is minimum amount which will be paid by all team for salaries. So team with lower salaries than this amount will pay this amount for salaries. Or it should be also sum which will be paid by teams instead of salaries during playoff time in weeks without any league game.

Well, still it should be announced at least a half season in advance (more really but if there is thing needing a quick fix, half a season should do). Don't forget it is more about catching up with the upper division (e.g. I.1) not about competing with the lower one (e.g. II.x) for another promotion. There are some sevetre punishment after relegation for that.

The problem is level of prices on the market. But than again such sudden changes creates stock exchange sim like game more than fixing the problem. If they would announce "we will disable(make it harder to work) cut cost strategy by bringing minimum salary cap in" so everyone could prepare in advance, than ok. The game shouldn't be so much about hopping on the right train at right time (abd being flexible to do that and not be screwed).

This sounds like the game plan.
I say basing the TV Revenue (Which is an indicator of division strength) against a multiplier (Could be 1 or 1.5) will set up a nice approximation of the Salary Floor for that league.
