More deterministic: We have artificially decreased the random factor quite substantially so that the better team will win more often, and so that the results will make more sense.

Good. Hope there will still be room for surprises.

Changes in Enthusiasm: With a decrease in the random factor, we can now use enthusiasm in a way that makes more sense than the current implementation..

Do not really get this point... can someone clarify?

Boxscore: Because Take it Easy and Crunch Time no longer directly influence the team ratings, we will instead report on the boxscore which team tried harder, or whether they tried equally hard

Good, but do no understand how the enthusiasm level will be taken into account from now on. If it also does not influence the ratings anymore, will there be several level of 'harder' to include it somewhere?

Forfeits: # Improved handling of forfeits so that players play a reasonable number of minutes but do not set records, skew league leaders, etc.

Great news.

Better Shooters: We will be increasing the efficiency of longer-range jump shots

Here I am a bit worried. The modification in itself is good. But outside players
- do already train faster.
- have a higher market value.
- are released much less with free agents (due to the salary threshold).
Hope that altogether the game balance is still preserved!

Injuries: We will decrease the length of all injuries generated by the game engine; you will approximately find that all injuries that currently are X weeks will now be of a length so that the player will miss approximately X league games.

Veeeery good :)
I really like the swap from weeks to league games in injury length.

New Draft Procedure: This really deserves its own news, and will get one in a few weeks when we're ready to release the final version. The current draft procedure will be overhauled an...
.
I hope it will be possible to follow it 'live' :)))

The news says:

These changes will take place starting with the Thursday games after the all-star break, so that anybody who is not still in the tournament can use a scrimmage to see how they work.

does it mean they only apply for scrimmages, or also for league games?
what confused me was the sentence saying that those who are not in the tournament would be able to see it. Does it mean that those in the tournament wouldn't see it until they're out, or only have to wait for Saturday's/Sunday's league match.

No, it says that those who have a scrimmage can check the changes for the first time in a meaningless game. Those with the cup will not.

Sorry, maybe I wasn't clear enough.
They will apply to all matches, starting from that thursday.

But they want to give the opportunity to the manager to test the modifications in a not-so-important-game like a scrimmage, so that you don't get bad surprises.
Those who are still in the cup, cannot have this opportunity though and have a small disadvantage... but they are still in the cup, so should be happy.

I'm agree.

The entire news item seems to be ...well, kinda clear:
Right now, Take it Easy and Crunch Time affect the skills of the players; for example, the same player will behave as if his rebounding skill is higher when the team is playing Crunch Time. In the new version, his rebounding skill will remain the same, but he'll have a better chance at getting to rebounds that come down between players. You can think of the combination of these changes as our decreasing the random factor by averaging more dice, and then Crunch Time as a way of weighting the dice in your favor.

I'm guessing that instead of CT artificially increasing your players' defense and rebounding skills, it will simply increase the random in your favor.

I hope for this as well, but with offensive flow, matchup ratings, etc. the boxscore is starting to get pretty crowded; and we've yet to see a "score by quarters" feature added.

Better Shooters: We will be increasing the efficiency of longer-range jump shots

Hope that altogether the game balance is still preserved!

I'm agree again.

I understand the modification 'formally', but not 'in practice'.
Both ways change the probability for something.
Is the difference important from the game engine point of view, with a different way to decide whether to take a shot or not?

That's a great question, but you're asking the wrong guy.

Hopefully someone who actually knows will come along and answer for you.
