The fact that a role in the starting five is to dribble and pass doen't mean he can't shot (stephen curry, Russel Westbrok, and on and on)

And does it make them more important players to their teams? Well, YES!

Harden last year was a crappy player but a great scorer

This year, new coach new tactics and his doing triple doubles amost each game...

(4) Depends on the tactics
(5) Depends on the other 4 players in your team
(6) Depends on the the opponent's defenders
(7) Depends on any combination of (4), (5) and (6)!

Things being equal if you put a player at SG he will usually take more shots than at PG. It might just be that in your league the better guards play at PG.

And you'd be wrong.

(4) A PG has different weights for his skills in different tactics. Some tactics are designed to exploit mismatches and most of the shot will go where the balance of your offence to your opponent defence is in your favour.
(5) If the other 4 players have terrible DR and shooting skills the PG will take more shots. If you have players with skills favoured by the tactics you play your PG will take very few shots
(6) The scoring obviously depends on the individual defender a player is facing. If you play your best defender on the PG the SG will score more and take more shots. The GE works this way. I've had players with 20OD next to 17 and 18OD and the result is that they defended fewer shots (with good results) and the other guard took more shots.

(8) (9) (10) A PG with low PA may look for the shot more than a PG with high PA. Again it depends on (4) (5) and (6)
