One may also argue that it is not optimal. If a stadium has room for fan growth, then a franchise is ready for a sudden winning streak. Perhaps.
One may also argue that the only benefit you get from promotion is a tax. You also get the benfit of promotion. If one chooses to be pleased only by financial reward, then promotion might mean nothing. If one chooses to be pleased by achievement, then promotion might be a benefit.
It is kind of hard to go on a "sudden winning streak" when your record is 21-1 for a second season in a row. Therefore, one cannot argue what you suggest. Or at least not in my particular case.
Plus, it's not like I haven't upgraded my arena at all. It's been expanded from 5,000 to 7,000 in 2 seasons of play, but that likely won't be enough. It is not a matter of financial reward, it's a matter of financial survival.
Of course, if I were a clairvoyant and knew that they were planning to implement measures that favor large arenas, but at the same time time tax me half of my income so that it is practically impossible for me to expand, I would have planned otherwise.
Unfortunately, however, one can only plan for what one can realistically foresee.
