Then it basically makes sense as a feature. I am still indifferent about it, but it makes some sense nevertheless. The use case/tactical choice for this feature would then be to take a short-term hit to get a better mix of seats for slightly less money (a low budget preparation for some long-term plan). Downgrading would probably make no sense (apart perhaps for the hell of it?), but would anyway be possible. No harm in that. The upgrading feature could be useful for teams that are close to making the jump to a higher division and have too few of the more expensive seat types.

Building a luxury seat cost 1600$, bleachers cost 200$. You can convert one Luxury seat into 8 bleachers if you find the change worth it (including the fee).
For example, when you have 0 seats unseated for bleachers and the luxury seates are all empty.
Yes, you can change it twice a season, but you cannot update during that period (although you can add seats).

Summarizing - When you'll get out of the box you are keep thinking from and will learn to discuss (and to think) instead of attacking , you will be more productive.

Basically the idea is to allow changing the mixture of seats to define a better mixture that will fit current ticket spread.
You will pay for that (the fees), but it will give the manager more balance with the tickets revenue.
Especially that the additional seats may not be parralel to the time that a team can change ticket's prices.

So whats the point of long term arena planning if you are to switch and change as you please?

Only way I can see this happening is to demolish the seats and rebuild from scratch. You can't simply change a seat that is built in the luxury box area and convert it to a bleacher sit.

1) You are still bounded to the prices of tickets defined three times in a season.

2) You will pay a fee for converting between seat types.
This is in addition to the difference of prices between the two types that is needed to be part of the cost.
Meaning that if you convert 20 cheap sits into 20 expensive you will also pay the difference.
You cannot get money by performing the other conversion.

This adds to the complexity of the game.

3) Currently the planning (for those who are not in the first division with a full arena already built) is missing the fact that seats are added between those dates of setting ticket's price.
This will allow them to adjust the change.

Most teams aren't holding the max arena size (20K), like you do (and by that comes the reason why you didn't answer other parts of my message).
As such, enhancing seat's type is important as they are changing the content of the seats between this periods.
