BB's stated that even though the list order is different for every manager, still the information accuracy is the same for every manager. This means it can't be totally random.
This is simply bad logic and not true. If they were totally random, they would also bring the same information accuracy of zero to every manager.
IMO, they are not totally random, but very inaccurate. There would be no point in having the word-on-the-street rankings at all if they were totally random, except to confuse managers, which itself would be pointless.
