I didn't read any messages from above so sorry if this was already said, if you want to promote to D3 right away(which is a bad idea, I will explain why later) buy old guys and concentrate on training/GS/enthusiasm. Not too different from D5 right?
If you just want to stay alive, which is not hard, in D4 all you have to do is have good GS and maintain your enthusiasm so it is high for every game, I usually TIE every game unless I'm fighting for a certain spot. You can do this with the exact same team as you have now. For example last season, one team came in from D5 with a 70-90k salary team, I don't remember what exactly, but it was relatively low compared to the top teams. However this team was able to obtain the 4th seed in the playoffs!
Remember, even though this is D4, which is harder than D5, managers still don't understand how GS affects how a player plays and how enthusiasm helps the team win games that may not be winnable.
Just like someone said before, it also depends on what type of D4 you get in. If it is a D4 where all managers are D3 ready, you may have to invest in some young but well trained players. This allows you to have the same team for many seasons, if you don't promote at first.
Btw, I don't know if it was you who said it, but 1 D5 manager said that he did not care about defense. Defense is very important.
You will also want to improve your arena, to promote into D3 it is recommended to have a 13k~ish arena, which is what I don't have.

I'm going to jump in here because I'm in a similar situation as tough. Some general questions about D4:
(a) What kind of TV revenue can be expected? Is it the same for all D4 leagues?
(b) My merchandising revenue stunk (calculated sacrifice to try to improve my team). Will winning a D5 Championship help significantly? Winning, not even consistent winning, hasn't seemed to compensate for the loss of native players from a merchandising standpoint--at least so far. Does the Championship part of it reverse that trend?
(c) What kind of ticket prices would a D5 League winner be able to support in D4? Or does that depend on the size of one's Arena (i.e., supply/demand)?

(b) Yes you will get a merchandise boost...well I did, if you don't try getting more American players
(c) Since you just won a championship, most likely you will sell out every game even if you are losing until the All-Star break. Btw you should improve on your Arena.

I had to sacrifice nationality to get talent if I was going to compete for a title. I knew it would hurt merchandising, but it was a trade-off that seemed worth it. I just joined this game about 6 weeks ago, so I didn't realize that winning immediately wasn't necessarily good strategy. Having said that, I tried not to go overboard on players from the TL so I was able to put in at least
some
money into the Arena. Considering my short tenure with the team, I think we've done about as well as we could balancing building it up with fielding a competitive team, although it's definitely a priority when promotion money comes in!
