Staff level doesn't change and i assume staff salary keeps rising.

Yes, salary keeps increasing week after week and the increase % is fixed and depends on staff level.
Something like 1.25% for level 2, 1.5% for level 3, 1.75% for level 4 and so on.
It's a way to force managers to hire new staff from time to time.

if staff dont improve how do people get staff higher than lvl1? Ie Apart from transfer from another team since that team would have had to get them from somewhere.

You can buy staff up to level 7 just click on staff and find replacements and search for staff much like the transfer market for players.

That's not what he was asking. He wants to know if they are being created or are we just recycling the old ones. I know you can hire your old trainer back after firing him, as for new once being created or not I am kind of curious myself.

The staff members that you sign at transfer list are unemployed so you can change yours at any time without disturbing other managers. You decide if you want a higher level one, an economic one, etc and you bid for an unemployed one at TL, you can´t sign a staff member from other team.
