Good question! The determining factor is the point differential (PD), points scored minus points allowed. If that is tied, then the next factor is the total points scored...

This is correct in case neither of them has committed a walkover. Otherwise, the number of walkovers is the first tie-breaker.

when the opponent, don't lineup enough players

He need at least 3 players to play the game, else he will loose 25-0 and didn't get any training minutes.

In the team who made a lineup the startersa get 36 "training minutes", the backups 10 and the reserves to. If a player is all together he don't get the full 48 minutes(he get 43 instead and the 5 minutes are lost). But you could combine starting and reserve minutes
