First of all, wait until the draft before you spend any of that money. If you draft any players that would work in your training rotation, use them, as you get extra merchandising for playing with players that you have drafted. If you don't, at least then there will be lots of 18yos on the market for pretty cheap (assuming you're not looking at the top ones). I would spend no more than 100k on a new trainee. Don't look at the recommended position when shopping for trainees, look at height and skills. Here would be a sample search: JS: min mediocre, PS: min respectable, IS: min respectable, HN: min inept, height: min 6'8", age: max 18, current bid: max 100000, potential: min star. You want nice secondaries (HN, PS, JS) because you won't have much opportunity to train those yourself, so they need to start out decent.
So now we're 100k down, and have 700k left to spend... The first thing I would buy is a nice point guard. If you're training inside players, it is likely that they are going to be the focus of your offense, so you want someone who is able to get the ball in down low. Priority #1 is passing. Priority #2 is OD, since you need someone to be able to balance out all of your talent inside and actually prevent the other team from shooting 3s all day. After that it depends, handling is always useful for a PG, as is JS and JR if you ever end up with a good SG and want to play an outside offense. If you want to play look inside instead of low post, I would recommend getting good driving, and at least respectable IS on your point guard, as LI seems to involve everyone trying to get in the paint and make shots from there. Ideally, this point guard would look something like JS: 8, JR: 8, OD: 9, HN: 7, DR: 9, PS: 9, IS:7, and would be younger than 25, but if you can't find anyone like that for the price, you compromise wherever you feel like. (also, preferably they would be American, but that's the first thing I would compromise on)
If you have anything left after that, save it, or look for a good SF for a LI or LP tactic. He would be at least JS: resp, OD: resp, PS: resp, IS: resp, ID: resp (ID not important if you play 3-2). A little bit of DR and RB would be nice too. He should be fairly cheap, again not necessary that he is a SF by position, only that his skills match up.
