It's because of the lack of transfers you have made, as which you have made none. If you transfer some players, you'll receive an increase in rating in that section. However, as what most have experienced, an increase in rating in that section will lead to a decrease in "I am familiar with the star players, and am not afraid that they will be transferred".

Bringing players in will increase "doing everything to improve...".
Putting players up for sale will decrease "I am familiar...".
So it is possible to have high ratings in both.

Is it known whether other factors influence those two categories as well? Such as whether a team is bidding on players, firing players (from my experience it doesn't), etc.

Would bringing in cheap players and firing them now and then give you high ratings in both those categories? Seeing your trying to improve your team but not making transfers.

In my experience, firing players will hurt your "I am familiar" rating.
