new users take charge of inactive teams...in most countries (actually I think in all countries) this happens in the 2 lowest divisions... in canada its III and IV ... I don't know if its random wether a new user will take a team in III or IV or its done in a way to cover all available spots in higher Div , but it does happen new users to start in one of the two lowest divisions of each country...
The team you are referring would become bot if there was no new user to take its place.... whatever way.... its going to be an easy opponent for the upcoming season
so just a simple answer , its normal :)

@ CP : on the Canada's page it says that there are five divisions , but if you go and search a group of Div V , for example V.1 you will see it doesn't really exists.... so the lowest division now is IV...
