To answer the 2nd part of your question. When people talk about 1 position training being fastest its only in reference to training that involves either 1, 2 or 3 positions ie. Pressure training can either be for PG, PG/SG or PG/SG/SF. If you are doing one-on-one for Forwards its always 2 position.. As long as u get players at least 48 minutes across either position in any of the 3 games training will be the same. So when you do one-on-one for Forwards you should be looking to get 5 or 6 players 48 minutes.

He can be a nice outside SF. Get ID up two levels by playing him as a C and doning ID training for C's. After that move onto OD and JR. Get OD up 2 levels then move to JR. Stop training when mediocre. Continue OD for 1 more pop then its on prominent. This might take you 8 or 9 weeks. After OD training train outside shooting (JR training) for 2 weeks. You may not get a pop in JR if you do this. Thats 10 or 11 weeks in a 14 week season. ASW train FT and if your in PO and desprate for a win train FT. If not do JS if thats not at strong. If it is go OD or passing for a rest of the season.

thanks for advice. he is from a horribly weak country and I'm determined to make him the best ever player in that country's history

Ask U21 national team coach about how to train him then. Follow hes instructions and i think he can became the best in his position if your country is as weak as you say

Doesnt height slow down inside skills training? Or does it only affect on rebounding?

Height affect training if you have a big man training him like a guard and vice versa. From personal experience I beleive some things are affected more than others, but I do not think it has been confirmed by a BB.
