It could be to do with the hidden physical/aggressiveness attribute. For a player that is likely to foul out, the best way to train is to make him start in one game and backup in another. This will ensure he has 2 games to get his 48 minutes cause if you try give him 48 minutes in 1 go, he'll probably foul out.

But remember you are in a Div III which means you are facing better players. It has been connected that lower defense means more fouls, so in a Div III the players offensive skills are better than your rookies defensive skill, so more often than not he'll foul when he gets beat. Get his OD up and you should see a decrease in fouls. However the hidden agressive skill does exist so if you see no results sell sooner rather than later because why pay the salary of a player that only plays 2/3 the game?

Keep him. I think you got unlucky with the fouls. Div3 isn't really that good and my PG with 7OD did very well.
Against cOS AnGElNut LAKERS, His main oppnent was 4 - 25 FG and 1 - 12 3FG. You even went 2-3 so his SG should have scored more than that.
He got unlucky with 2 flagrants in the other game.
Keep him for another week but he if still fouls even with some OD training, sell him.
