Not necessarily just restricted to U21. Can be part of the National Team. In fact, any NT players will help merchandise. Can be from other countries too.

Also, winning your games is a good start to helping improve merchandise. A higher PR manager will also bring more merchandising in

Having players in the leaderboards is also rumored to help merchandise as well.
