1) I would focus on upgrading your guards, because your inside rating seem pretty good (thanks to guerrero, launay, and maulela).

2) Both, but it seems like you're selling out your LT, CS, and LB, so you should raise those prices. And you should also raise your bleacher prices a little. When you promote, you get a big boost in attendance. (At least I did.) If you need to save money to buy better players, instead of building your arena, increase the prices a little. (Remember, you should not be selling out all of your games.) When you buy players, be patient to get a good deal, and I wouldn't buy anyone over 31 if you're looking to succeed in the long run without having to do too much rearranging.

3) Depends what level your staff is. You've got pretty good trainees in Smith, Sadler, and Guerrero, so your trainer should be advanced, but this is not a priority (don't go past advanced, and don't buy an advanced trainer with a salary over 20k). A good doctor is useful as well, but again, dont go past advanced. PR Manager is not necessary and would be the last priority, but he does increase your sales (again, dont go past advanced.)
I cant see Sadler's skills, but his height makes him a possibility for a PF trainee (Tall players train faster in big men skills and slower in guard skills.) Smith is 6'5, which is good for guard and SF, but if you want to train your top three trainees together, you could use single-position training focusing on big-men skills, occasionally switching to guard skills.)
Any players with a salary in the 5k range (at the start of the next season) will not be very effective in DIV, but they could be your role players/garbage boys.

If you feel confident you are going to win your league and promote, don't buy anyone this season. You should be able to get some cheap deals on some older people at the start of next season when everyone else is looking for young trainees. Wait until you see what your league looks like before you decide how much to spend on players and your arena as some divisions are much tougher than others. Plus you get 200k for promoting. You will probably lose the first 2-3 games until you have an advantage in gameshape (if you know you are going to lose, tie for the enthusiasm) then you can start to pull out some wins.

Most importantly, try to make some money. You want to make atleast 60k a week for a while so you can keep doing the upgrades to your arena and roster.

Lastly, you need to improve your perimeter d. Do whatever it takes. 2-3 zone won't get you very far against a decent div 4 team. It can be effective, but at minimum you want to put up an average(low) rating.

1. Keep scanning the market. You can find some real steals. Try to get 2 or 3 10K+ players.
2. Cut players. You have some players that im guessing you dont start in games. They should be fired and either A (missing spot) or B (scrimmage player)

I know im not in DIV but considering I'm winning my league games by 60 and still making money that I'm doing things right.

1. You should probably upgrade your posts while continuing to train those two guards you have.
2. I would continue working on your arena for now, you should have enough to make some improvements after the promotion bonus(I"m assuming you have at least a little saved).
3. Make sure to have solid all around defense.
