In international basketball they are counted. But the opposite team cannot be awarded free throws if you make an offensive foul.

Just wondering, what attributes of the players committed offensive foul(s)? Poor driving and handling skills? how about lack of passing skill?

Or is it related to offensive strategy/tactic? Say 3 seconds violation if Look inside is used, travelling foul if push the ball is used, etc.
