Your first bet would be to read through the help forums. It takes a little time to absorb what you need but reading through it will help you get started.

1) Next season starts in a week and you will be demoted to D.V since your team finished in last. This was not your fault nor is it a bad thing for you at the moment. Once next season starts you can view the average player salaries for your division to get a feel for how much you should be spending there.
2) The only worthwhile staff member to have above basic for now is a trainer and that is only if you understand how training works. 3 18-19 year olds with at least allstar potential can get you started. Make sure they are all bigs or smalls depending on what you want or what is available.
3) Once you know who you want train a few players 8-10k salary can probably keep you competitive in D.V. If your trainees are small then make these players big or vica versa.
4) To make money you will have to start expanding your arena and winning games.
5) Game Shape is very important to this game. Players need to play roughly 52-65 minutes a week to maintain a good game shape. Opinions on exact number vary depending on who you ask but if someone is playing more then 75 or less than 48 minutes a week they are going to have a low game shape and play poorly.
But most important is to read the guide and if you have time try to look around help forums to see what questions others ask and see how others respond. If you are patient and you read around the forums things will make more and more sense as you play.
I am only 2.5 seasons in but I feel like I have a decent grasp on things at the moment.
