You could play him as PF, only skills matter.
However, regarding training, since he's only 6'3'', it takes a really hard, long time to train his inside skills. My suggestion is to put him to the market and buy one who can help you to promote.

I think he would make a decent SF, but that JS would need a bit of training. And his REB is a bit low. IS, ID and OD are really good for starters. I would train him. He could be really useful to you. Make sure you have at least a lvl 4 (advanced) trainer, otherwise it isn't worth it. Personally, you can get PFs for very cheap on the market. SFs are far and few. I would train him to be an SF.

Train him as an SF and make sure you get some pops in handling. You'll thank me later.

I don't think a new manager should consider training a SF. It just takes too long.
