i am not sure about any "formulas" or anything like that (i dont think anyone is and knowing them precidely would ruin the game in my opinion) but my opinions are as follows

at 201 and 203 i should think any difference would be fairly small but you are right it would be slightly easier to give the 203 guy inside skills than the 201 guy. and slightly easier for 201 guy to be trained in outside skills vs 203 guy.

possibly it is easier to give taller guys guard skills than the smaller guys big skills in general. (ie the height factor is more one sided). if this is the case maybe the logic is because there are more outside skills than inside skills.

it may be the case that as a trainer you would be more tempted to train a 203 as a SF with a bit more inside skills / PF than a 201 or shorter guy, but his starting skills are probably the most important factor to determine this choice and what playing system you want your trainee to play in when he is done training.

As he mentions this is just wild guesses, but as far as number are concerned I think this is the most comprehensive study around so far.
