You're still wrong. In season 17 in Spain, there were two teams with season 6 starts in their top league. Of the leagues with greater than 1000 users (as of 4/11/12), for season 17, this is what *I* found:
Italia (4341) - nobody later than season 4
France (2942) - nobody later than season 4.
That's two.
As far as the other 1000+ user countries, including Spain which you again misstate (and I stopped looking in each of these once I found a 7+) :
Germany (1007) - One team from season 5
Spain (4201) - Two teams from season 6
USA (3090) - one from season 7
Argentina (1048) - season 7
Brasil (1058) - season 7
china (1384) - season 7
Eesti (1091) - season 11
Hellas (1970) season 7
Israel (1033) - three teams from season 6
Lietuva (2396) season 7
Magyarorszag (1209) - three teams from season 6
Polska (3468) - season 7
Portugal (1230) - season 7
Srbjia (1173) - season 11
Turkey (2763) - Season 10
The nations who had a team from season 6 or later in their top league in only season 17 is 27114, which is more than half of the userbase.
In other words, even using your silly "Season 17" method of dicing the stats, 15 of the 17 largest nations had teams from season 5+, 14 of 17 from 6+, and 12 of 17 had managers from season 7+ in the top league in their country.
Why you presume to speak on behalf of the majority of new users with data that is really isolated to two specific nations (or three, if you want to include Germany) and ignore the actual statistical majority is beyond me, but I'd better get this finished before your post disappears.
