If you want him to be a legit PG, he needs LOTS of work on OD. I would try and get it to 10 or 11, but I don't know if that is possible, due to his potential. My advice: just pump OD until it gets to 10-11 (if you're able to get that far.

That player can't be elite with Starter potential.

Focus on OD and Passing. JS and JR also need to be improved.
As it was said, he won't be elite because of low potential, but with some work can be a great player.

don't worry about anything until his OD gets to AT LEAST 13, and passing gets to AT LEAST 12. After that, probably jump range to 9, then you wont have much time left to train him, so i'd say try and get his OD to 15 and call it quits
