Yes, it seems so. Every change is decided by admins.

But these changes were made just for rookies. There was no major changes (if any) for other players. And it asks for further explanation. Will these new players be cheaper in their second season as well? Why changes affected only rookies? So much more to clearify.

I noticed that too. Normally a center with inside skills of:

IS 7
ID 6
RB 7
SB 7

And JS 5 to boot would have more than 5k in salary. His current salary is $3.852. That's a serious pay cut. Not that I have anything against it, but a similar pay cut isn't evident with non-rookies.

Indeed. In 4 leagues that I scouted for U21, only 2 18 y/o draftees were over $4000.
No players on my roster went down in salary, so it is only draftees that are bargain priced. Hopefully we get some news on this answering some of the questions above.

Yup. As I'm a U21 coach, I see a lot of rookie salaries. Last season there was a C with over 7k salary who took the cake; this season it's a SG with $5.324. Oh, and a HoF to boot, heh.

Of course he has a low salary. No skills above respectable. Probably listed as a SF. Not a salary monster because not mono-skilled. What is surprising about this? Nothing.

Both of us know that mono-skilled player will never have higher salary than player who has same skills like mono-skilled + secondaries. And it is completely irrelevant which position he is listed. Because position does not affect salary. Skills does.

And if you do not noticed, we were talking about new drafties. So how they can have skiills above respectable?
