That sounds like exceptionally bad luck based on what we know about arena expansions. Statistically, this will happen to someone unless there is a hard limit on the delay. Your case only suggests there is no such limit or at least it's pretty high. My advice is just to keep an eye on it and post again in a couple of days if there is still no change.

Perhaps you should get an arena expansion Achievement: Builders on strike (7 days).

Thanks for the info, but I don't think it is a bad luck situation :)
