I think your current team is good enough to promote. You have just been unlucky and have gotten stuck with 3 power house IV teams the last 3 seasons in your league (myself 2 seasons ago, hunters last season and miu this season). I personally think putting all your players on the market was a bad idea. You have a good team, just haven't hit the next step yet.

I think your arena is holding you back.
Once you have that up to a decent enough level your economy will make it easier to get to that next level.
