in Aus the more money you earn, the more tax you pay, so i think its fair enough. its a sliding scale.
and so is the tanking. There is 'salary floor tanking'.... there is 'just winning enough games to avoid relegation' tanking. Then there is 'ive got a bucket load of cash, im going to have a team salary twice as much as everyone else' style of playing. which kinda makes the game weird.
I think there should always be elements of 'tanking' in the game. In other sports code's, they often call it a 'rebuilding phase'. And in NBA teams do this as well. Great example this season is Utah - let all their good players go, throwiing in some rookies and see how they go. if they land in the draft, then so be, they wont pay luxury tax and so forth, but their attendance and TV view-time will be affected.
So a season or two of losses, in order to be competitive in 3-4 seasons time.
So i believe that that element shouldnt be eliminated entirely, but certainly with the amount of money you can make from tanking, its very lop-sided at the moment.
