How is the Offensive tactic, Outside Isolation, not an outside focus? And if its not, why doesn't it state that explicitly like the Princeton Offense?

Because it's defined as neutral. And it makes sense - it's an isolation tactic that gets the ball to your best outside shooter and lets him do whatever he can against his opponent, whether that's taking it inside, shooting from outside, driving and dishing, etc. Your team isn't working to create outside shots or inside shots, they're just dumping and pumping.
As for why it doesn't state it explicitly, it actually does. See the part I bolded from the game manual below:
