If you leave the PG start empty, and the player you want to play 48 minuts in sub and reserve. He should be able to play 48 minuts.

So in order for this not to happen I need to start no one at PG, only have him as a sub and reserve?

Yes. Also you need to have a short squad for that game. I use to play with 8 players, 2 for the training positions and 6 for the remaining positions.
