It think it is pretty safe to say it is NOT a linear chart...So NO it does not mean you are getting half training..

OK, i dont' think that's exactly half, but 24+24 minutes is not full traning (each position is trained), only 48 in one of them.

Simple. If your player plays 24+24 minutes in positions that BOTH are trained (typically PG/SG or C/PF), your player will receive full training. However, if he played one position that is NOT trained, he receives 24 minutes worth, and as pointed out, training is not linear - thus you receive less than half effect (to what extent is unknown).
