I thought I saw a legendary inside defender on the transfer list once. It was legendary something anyways.

he left for 3.7M

There already were legendary players (rebounders) halfway season 4. There even was 1 player with skill 21. Dunno if that's fixed already.

In HT players go way over 20, so it's possible that this happens in BB as well.

There was a bug reported once where the rollover at legendary changed from 20 to 21 at some time. So that indicates a pop to 21 imo, but there isn't a new name for that, so still legendary. Dunno is 21 is the maximum or not, but I expect that 21+ is possible as well.

I'm gettin' pretty close to a Legendary Jumpshooter...Maybe 2 or 3 weeks and he'll be for sale, lol.
