National Appeal is the same effect whether it be on a lvl 1 or lvl 7 PR manager. The effect is marginal but it's there. Maybe 2-3 points?

It seems I made a great decision hiring the (expensive!) PR manager with National Appeal hours before the away tiebreaker (12946466)- I won by exactly 3 points and now I'm advancing into higher league.

Probably even that marginal effect is worth of its money when it can tip the scale as in my case.
