I have seen my point guard taking slam dunks when I play look inside. In my recent game http://www.buzzerbeater.com/BBWeb/boxscore.aspx?MatchID=1... The center takes 22 shots, the point guard takes 21 shots, and the rest of the team appears to support point 1 of your inside tactics post. I believe your star players will always shoot more.

It also depends on the matchups. If the game engine decides your SF offence is way better than the opposing SF defence then that will increase is number of shots compared to others.
