Also, I doubt that we have ever had "IS monsters" available in the game that were "scary" enough to make it possible to reach a legendary team rating without overtimes.

I used CoachParrot to estimate the IS levels required to reach such rating. It should be a fairly precise estimation:

Assuming that only 5 players are lined up for the game (all with proficient GS), that all of them play the full game and that all skills but the IS of your frontcourt players are respectable, the lowest number of skill points in IS necessary to reach the ultimate goal when spreading them in the most balanced way possible across your SF, PF and C would be 76 (25 SF/PF, 26 C), when using Low Post. Obviously, decreasing the IS on the SF and the PF spots and increasing it on the C further decreases the total skill points needed to achieve the desired rating, up to the point where a Center with 53 IS should be enough to reach that rating on his own.

Unfortunately, the last experiment stopped when the player got a cross-training pop to 8 SB and became "too expensive".

That's pretty cool for being a new team.

I did that again with no fans (& high enthusiasm) earlier this season: (85160912)
The 0-89 from my first time was worse than my last time i suppose.
