I think minimum number of sign ons isn't good solution, because for cheater, who is programmer, it's easy to create automatic script, which monitors number of signs ons, signals necessity of logging in and prevents ban. Currently we are forced to log into BB at least once per 6 weeks, so this idea changes only period of time and nothing more. So I prefer to modify this idea in way, which isn't possible to bypass by script.
Therefore my idea is: Minimum number of open threads on suggestion forum.
Every user has to write, let's say, at least one suggestion every week (or day, or month - it's thing to discuss) on this forum. I hope it's final solution, which solves everything. I think in this way after few weeks BB would be game without cheaters.

i think free agent is BB killer. the BBers decrease to 360k now. should the BBs make some changes?

If all of the "cheating" account were taken away it sounds like some of the micronations would have a tough time maintaining 1 full division of players. Even banning these accounts would not create a competative environment. The idea of combining micronations might work but if they are not in close proximity it might seem a bit odd.

It might make sense to have some of the micronations become a part of a bigger countries league while maintaining their own cup team. For example Hanguk has only 14 active teams so it might make sense for them to move into China's league. I would have them move into the place of bot teams at the end of a season and their world ranking could help determine which league would be appropriate.
