This makes no sense at all.
"Tanking for Wiggins" means you get a star player that will contribute immediately on the highest level of competition - tanking for a draft pick in the BB world will give you (in the ABSOLUTE BEST CASE!) a 15yo LeBron James - that will hold your team back for multiple seasons if you want to train him properly. You might end up with Dajuan Wagner, Eddie Griffin or other types of bust players.
BB is not the NBA! If you want to draw real life comparisons considering league structure and youth development you should take a look at european pro sports with multiple levels of competition and vertical movement between those levels (Football/Soccer whatever suits you best).
