I think of all discussions at both salary systems old and new which rank is more profitable than the others. I think it could be designed so that higher rank is always more profitable.
My suggestion for system which could work starting from next season playoff:
1) no team will pay salaries during the last 2 weeks of the season (as it's designed for 5th and 8th at the moment)
2) no attendance money for playoff and relegation games
3) prize money (similar for system in B3 and cup games) for winning quarterfinal, semifinal, final (just for winning title not for every win in final series), the only question is, how high it should be and if it should different for different league levels (in my eyes it should be dependent in league level)
4) no prize money for winning relegation series
5) another reduction of TV money to compansate less expenses for salaries

6) eventually some small prize money should be for final rank in regular season, so that it make difference between 3rd and 4th, 5th and 6th (as 6th has one training game more than 5th)

7) transfer deadline for playoff should be 2 weeks earling than it's now

point by point
1)I absolutely don't agree,top teams would earn money for 14 weeks(incomes for playoffs game would however remain in some way,as attendance income or prize for advancing to the various rounds)but would have expenses for 12 weeks and the gap with the other teams will enlarge every season
2,3 & 4)prize money instead of attendance incomes could be a good idea(especially for 3rd and 4th placed team that actually have low incomes also if they upset in the first round the 1st or 2nd placed team because they play also the semifinals away) but there should be money for winning relegation series,because this would help these teams to stay in the league in the next season and prize money should depend on league division and level of the divisionl(a III division in a big country requires an higher expense for salary than a III division in small country,so the prize should be equally higher).
P.S. Also teams that lose relegation series in 3 games should have some incomes because they win at least one game
5) It would not depend from playoff situation,but from general economic situations of the teams all over the world
EDITED(I didn't read well your point 5 in a first moment,so I initially wrote a bad response ;D )
6)I don't like the idea of money for rank in regular season(it enlarges the gap more again),I would like more a little income for teams that would not have incomes during post season(teams that lose in first round of playoffs,teams that lose relegation series in 2 games and 5th/8th teams,scrimmage with incomes would be ok)

It was meant as complete suggestion, no indenpendent points. If it was done as you suggested it would totally destroy complexity of the suggestion.

As complete suggestion it would be a complete disaster,in my opinion,for the reasons I mentioned in my post,although I think some points are interesting if integrated as remedial in the actual sistem

2), 3) without 1) would completely destroy top teams unless the prize money is really high, but I think of just small prize money so I thing your worries are irrelevant.
4) prize for the winning relegation series is right to play the same division next season, no need to give them more advantage comparing to 5th
5) you probably didn't mention change in TV contract formula at the start of this season due to this economic changes, so even deeper change of this way could be compensate this way
6) this point is only one which could be removed without breaking the complexity of suggestion

And I don't see problem with cap between top teams and the others. For example in our league mid table teams have every week much higher Net Income than top teams (mainly due to lower salaries), they only can't handle well with the money and that's why they still remain as middle table teams.

I'm not trying to change your suggestion,I'm not basing on it because I didn't consider it good

I was trying to take some idea from your suggestion,work on it,and use them in a rearranged way to fix the actual system,that really isn't that bad,but really needs to be tuned
I think that in PO,the source of incomes could be shifted completely from arena attendence to an established kind of prize money to the winner,as like in B3.The entity of these prize money should be some kind of multiplier of TV contract,to give money related to the level of the league.The teams that loses would however receive some extra money from TV for broadcasting the playoff/playout games for every week the team is still playing official games

Example:A plays against B in the first round of the playoffs
A wins
A receive a prize money from the league to advance to the next round equal to 1,75xbasic Tv contract
B receives 0,75xbasic Tv contract as bonus in the week

In same week A plays against C in the semifinals
A wins
A receive a prize money from the league to advance to the next round equal to 1,75xbasic Tv contract
C receives nothing because they yet receives the prize money for winning in the first round of the playoffs

Another example:
A plays against B in the relegation series
A wins game 1 and receives 1.5x basic Tv contract
A wins game 2 and receives 1.5x basic Tv contract
B receives for the entire week 0,5xbasic Tv contract

Your suggestion applied to our Div I makes it even harder for all teams in playoff, as they would received even less money as now.
And I totally missed solution for 5th place, which would be still better than 4th if salary system stays as it is now.

I make an example,it's clear that the multiplier of Tv contract can change from top to bottom divisions(higher multipliers in higher divisions)

I think that the money give as TV bonus for losing teams should partially come from 5th and 8th placed teams Tv contract(These teams should receive a Tv contract reduced by an half or a quarter during the post seasons weeks)

One team in my division has given walkover in the last match and he finished in 5th position. Probably this is not linked to the wo, he only forgot to set the roster... :p
