Have you examined this issue, or are you speculating? Because if you are correct, the game engine doesn't reflect real basketball.
i think it is a bit of everything ;) Driving is used here mostly for creating your own shots, and it also helps on outside shoots.
It is helpful for Inside shots, and if i understand the BB right moe important then IS for this issue:

I would say the counterpart for IS the ID isn't that important too.
Also i should notivce, that in italian NT driving was long time a "no go" training for their guards, and like everyone knows they had succes with it and also could play inside(and it wasn't that eyecatching in the cscoring of their guards).
