No, your PF is not getting training because RB trains only PF & C positions, not SF and that is why he doesn't appear in manage my team training minutes summary. if you want to train him RB you must play him as a C or PF 48 minutes. even yeou can train Rebounding PG but he must play as a PF or C.

Absolutely for training dwarf skills. Otherwise there is no problem, since height does not play a role in the game engine. I actually have a small forward who is 216 cm / 7'1'': Pekka Harju (3199871).

Well my second best C is a tiny 6'4" and I am scared to play him as a C and even with him at PF I feel a little bad. Is this really not a problem?

It depends what inside skills he actually has rather then his height. Height is only factored in when it comes to training. Height isnt factored in when games are played.

I think that's something that must be improved in the future. If you play a 7'4 C against a 6'2 the big guy (in real life) would have a massive advantage in every single possession. And that also works at the other end. A 7'0 PG will always have tons of trouble guarding a 6'0 guy on the perimeter

I think it is ok how it is its hard to train a 6'2 centre and 7'0 point guard anyway so the bigger C and smaller PG should have a skills advantage already.

This is something that works as intended at this point.

this is not something that needs changing as its already reflected in the skills.
just because a guys 7 foot dont mean his great inside and a great rebounder , a 6 foot 4 guy who is a great rebounder will out rebound a 7 foot poor rebounder, height is factored in at training and i think its the same in real life. yes 7 foot player would start with better skill inside then a 6 foot 4 player, but if the 7 foot player never trained and the 6 foot 4 guy did, it wouldnt be to log till the 7 footer would be getting dominated.
