Passing is one of the easiest skills to train so,even if your player is quite tall,you will see some pops in a reasonable rate.

so i should play my small and power forward at guard positions to get passing up?

If it doesn't make your life that much harder (game shape/training) then yes,why not...Of course I'd suggest you do it in a scrimage and not in an actual game..
