I just did some math and we would need to approach 1360 users in order to need a Vth division. We currently sit at 748. I am guessing that if the BBs thought we could push 1360, they would add another division.
If our rate of growth continues, maybe it is not that far off. So get your friends playing and get them interested in the game, any little bit helps.
