If you look at his D.V series from last season, all 9 teams that were not bots were promoted, inclusing an 8th place team with a 4-18 record. His new league is IV.61, which has 6 active teams (with one of those on their way to bot-ness). It might be that the league will get no replacements this season because of its high number (61 of 64).
So BB has done good at compressing the active teams vertically. But in the bottom divisions, not so good.
